Statement by the Embassy of the United Arab Emirates Regarding Sudan

The Sudanese people have suffered for over two and a half years from a brutal civil war between two Generals, which has resulted in countless civilians killed; hospitals, homes, and health-care systems destroyed; the world’s largest food security crisis; and civilians facing an appalling combination of atrocities including starvation, mass displacement, and sexual and gender-based violence. Recent humanitarian assessments indicate that over 30.4 million people – more than half of Sudan’s population – require urgent humanitarian or protection assistance. Nearly 12 million people have been forcibly displaced since fighting erupted in April 2023, creating the world’s largest displacement crisis.
The UAE unequivocally condemns the horrific attacks against civilians in Sudan. The warring parties, including the Sudanese Armed Forces (SAF) and the Rapid Support Forces (RSF), along with allied militias and extremist-linked actors, share responsibility for atrocities committed against civilians and for blocking humanitarian access. The UAE reaffirms the importance of protecting civilians and ensuring rapid and unhindered humanitarian access throughout Sudan and stresses the need for perpetrators to be held accountable for their crimes.
The UAE strongly welcomes efforts by President Donald Trump and his administration to help end the conflict and address the escalating humanitarian catastrophe in Sudan. Sustained U.S. attention and leadership combined with more coordinated diplomatic action among international partners is urgently needed to push the warring parties toward a ceasefire and to facilitate a humanitarian surge of aid. The UAE reiterates its unwavering commitment to the Quad format, which remains a critical avenue for finding a sustainable solution to end the civil war and assist the Sudanese people in determining their future. The Quad has provided a strong baseline of principles for the future of Sudan that must now be realized under U.S. leadership.
UAE Humanitarian Support
The UAE has had a long-standing commitment to the Sudanese people. Over the past decade, we have provided more than $4.24 billion in both humanitarian and development assistance to Sudan. Since the onset of the conflict in April 2023, the UAE has become the second largest humanitarian donor to the Sudanese people after the United States, delivering food assistance, medical aid, and shelter materials along with strengthened support for relief and health-care infrastructure.
The UAE has recently announced a $550 million pledge to support the ‘UN 2026 Global Humanitarian Overview’, to assist vulnerable populations worldwide. All UAE aid is civilian in nature, strictly monitored, and provided solely to alleviate suffering and preserve human life.
Diplomatic Efforts Toward an Immediate Ceasefire
As a Quad member, together with the United States, Saudi Arabia, and Egypt, the UAE has committed to the parameters laid out in the 12 September 2025 statement for the future of Sudan. The foremost and immediate priority is to achieve an immediate, unconditional, humanitarian ceasefire to protect civilians and enable the unhindered and sustained entry of humanitarian aid to all parts of Sudan, to be followed immediately by a permanent ceasefire, and an inclusive and transparent civilian-led transition process to meet the aspirations of the Sudanese people.
Sudan’s future governance is for the Sudanese people to decide, not to be controlled by any warring party. Only an independent, civilian-led government, will be capable of addressing the root causes, reforming Sudan’s institutions and freeing the country from extremism. Sudan’s future cannot be dictated by violent extremist groups linked to the Muslim Brotherhood.
It is now essential for the Quad to use its leverage to compel both warring parties to commit to a ceasefire and to realize that this call will not go unheeded. We need to be guided by the timelines and principles set by the Quad to proceed on the path of peace and stability in Sudan.
Shared Goals and Sudan’s Long-Term Stability
The UAE has consistently called for a full arms embargo across Sudan. As evidenced by the latest UN Panel of Experts’ report published in April 2025, there is no substantiated evidence that the UAE has provided any support to the RSF or any warring parties. Claims suggesting otherwise are an attempt to misrepresent the facts and distract from the urgent need for a ceasefire and for accountability among those perpetrating violence on the ground.
Sudan’s future must not be determined by generals, militias, or armed ideological movements, but by its people through an inclusive and sustainable civilian governance process. After 75 years defined by military rule and repeated coups, Sudan can only escape its cycle of violence and instability with robust international leadership from the United States. A failed Sudan would pose grave risks to Red Sea maritime security, regional economic stability, refugee containment efforts, and counter-terrorism priorities.
Further, we are deeply concerned – as are our regional partners – about any scenario in which Sudanese state institutions are captured by armed extremist forces or warlords who benefit from perpetual conflict – especially groups affiliated with the Muslim Brotherhood, chapters of which President Trump plans to designate as foreign terrorist organizations.
The UAE strongly believes that the international community cannot afford the consequences of another failed state and empowered extremist militants in Africa and the Middle East. The broader shocks are all too clear: regional instability, the violent disruption of global shipping, forced migration, civilian suffering, and terror attacks.
The UAE continues to urge governments and international institutions along with civil-society and faith community leaders to support an urgent end to this conflict and mobilize protection, resources, influence, and humanitarian assistance for civilians, including religious and ethnic minorities – such as Christian communities – who face persecution, forced displacement, and threats to their very existence. Their suffering is inseparable from this wider tragedy. Every human being deserves dignity, care, and protection, regardless of creed or race.
Our position is consistent and clear: The UAE remains deeply committed to sustained diplomacy, humanitarian leadership, and partnership with the United States and international allies to support Sudan’s path toward peace, stability, and a civilian-led future and keeping Sudan from sliding even further into fragmentation, extremism, and collapse.
